Looking for a kid's book from my youth, very detailed illustrations, hippo-like creatures, see details...?

I remember it opens with one of the hippo creatures playing a lute on a lily pad in an elaborate water garden. There were evil hippo creautes who I think wanted to make the whole world cold. There was a scene in an underground area, I think with some sort of transportation system, like a subway system. The evil guys are beat back at the end by a guy dressed like a bishop - white robes with and orange sun and sun rays - and I think his weapon was like a staff with a hot water bottle on the end. If this rings a bell, please let me know, I'd love to track down the book.
