Chances are good that there are no retail plant nurseries in mid-town Manhattan, but there are bound to be retail nurseries in the residential boroughs. Best advice is to look for "pnalt nurseries" in your local Yellow Pages. Lowe's and Home Depot are both growing in the NYC market and both will sell water lillies in their garden centers through the growing season.
